We have been using Goodbudget for many years and just now we cannot add a new payee.

Are you recording this new Payee on an iPhone? If so, our team is aware of a bug in the latest version of the iPhone app that causes the ‘Account’ to remain unselected when recording transactions. When no ‘Account’ is selected, the ‘Save’ button won’t highlight.
We are actively working on a fix that we hope to be available soon.
For now, you should be able to record the transaction with your new Payee by manually selecting your ‘Account’.
